Erin Miller

Policy Director

Erin is PHA’s Policy Director. She is a strategic health policy leader with two decades of experience driving policy change at non-profits, state and federal agencies, and on Capitol Hill, specializing in Medicaid, public health, and reproductive health policy. Before joining GovAct, she served as the Deputy Director of Policy at Community Catalyst, where she led state policy work, managed a multi-state, multi-million-dollar Affordable Care Act Marketplace initiative, and supported policy change efforts across 45 states to connect state and federal advocacy. 

Previously, Erin spent eight legislative sessions as Vice President of Health Initiatives at the Colorado Children's Campaign, partnering with the Governor's office, legislators, and advocacy coalitions to secure bipartisan passage of landmark Medicaid, Children’s Health Insurance Program, and private coverage expansions, double state investment in public health family planning, and establish the state's Maternal Mortality Review Committee. Earlier in her career, she served as a Health Policy Adviser for the U.S. House Budget Committee, a Special Assistant at the U.S. Department of Health and Human Services, and evaluated public health emergency preparedness plans during the H1N1 response at the National Association of County and City Health Officials. 

Erin holds an M.P.H. from Columbia University and a B.A. from the University of Colorado. Her research and commentary has appeared in Health Affairs, The Denver Post, and Medical Care Research and Review.
