Veteran health policy leader joins PHA to help Governors navigate emerging public health challenges and strengthen cross-state collaboration
WASHINGTON — The Governors Public Health Alliance (PHA), a nonpartisan coalition of 15 Governors representing approximately one-third of the U.S., today announced that Erin Miller has joined as Policy Director.
Miller brings two decades of experience advancing health policy at federal and state levels and leading nonprofits. She has led successful bipartisan policy initiatives on Medicaid, public health, and health coverage while partnering closely with Governors’ Offices, state agencies, legislatures, and advocacy organizations.
Most recently, Miller served as Deputy Director of Policy at Community Catalyst, where she led the organization’s state policy portfolio, managed a multi-state Affordable Care Act Marketplace initiative, and supported policy change efforts across 45 states, while strengthening coordination between state and federal advocacy.
“Erin brings an exceptional combination of policy expertise, state-level experience, and deep understanding of the ways in which Governors can work together to improve public health,” said Angela Botticella, Managing Director of the Governors Public Health Alliance. “She has spent her career translating complex policy challenges into practical solutions, building bipartisan partnerships, and helping states deliver better outcomes. Her expertise will be invaluable as PHA helps Governors navigate an increasingly complex public health environment.”
Prior to Community Catalyst, Miller spent eight legislative sessions as Vice President of Health Initiatives at the Colorado Children’s Campaign, where she worked alongside the Governor’s Office, legislators, and coalition partners to advance landmark bipartisan legislation expanding health coverage, strengthening public health investments, and establishing Colorado’s Maternal Mortality Review Committee. Earlier in her career, she served as a health policy adviser for the U.S. House Budget Committee and special assistant at the U.S. Department of Health and Human Services, and supported public health emergency preparedness efforts during the H1N1 response at the National Association of County and City Health Officials.
